About FMFB-A:

The First Microfinance Bank – Afghanistan (FMFB-A) started its operation in 2004 and is part of the Aga Khan Agency for Microfinance (AKAM), which has financial institutions operating in over 15 countries throughout the developing world. It is affiliated with the Aga Khan Development Network (AKDN), a group of nine development agencies working in health, education, culture and rural economic development primarily in Asia and Africa.

Our primary objective in Afghanistan is to contribute to poverty alleviation and economic development through the provision of sustainable financial services to the poor and underserved. The bank has over 230,000 active clients – including the borrowers and savers who do not necessarily save to accumulate assets but often seek to smooth consumption when a family’s income is irregular.

Job Summary: 

The incumbent for this role will be viewed as a potential successor for the role of Senior Internal Audit Officer. The Auditor will be working under supervision of Chief Internal Auditor/Designee, provides assistance and support to the internal audit staff to ensure performance of audit missions as per annual audit plan. If required, the incumbent will conduct audit assignment individually or as a part of the team. The incumbent ensures that audits are being performed adequately to address areas of concern and ensure performance of work being in conformity with prescribed policies and procedures by the bank and regulatory authorities or sound best business practices where no policies exist. The position shall also be responsible to assist other audit staff members in consolidation and preparation of audit reports for reviews performed by providing an independent assessment of the strength and operating effectiveness of FMFB-A risk, control and governance activities on regular basis. This position interacts and presents regularly to auditee.

Duties and responsibilities:

AUDIT ASSURANCE

  • Recommends to supervisor areas to be included snin the annual audit plan.
  • Conducts pre-engagement planning meeting with supervisor and head of function to be audited so as to advise and receive their input.
  • Attend all meetings with clients initiated by assistant managers/managers to develop an understanding of business processes.
  • Performing risk assessments on key business activities and using this information to guide the development of audit plans.
  • Executes the audit engagement by conducting audit tests and compiling of evidence to support audit opinion and preparing audit file for review by Internal Risk Manager.
  • Travelling to different branches/regions to meet relevant staff and obtain documents and information and conduct the field verification.
  • Compiles audit report highlighting opportunities for improvement and recommendations; discuss with and obtain management comments on recommendations.

COMPLIANCE AND INTERNAL CONTROLS

  • Receives and independently reviews existing policies and procedures by assessing them for adequacy and completeness.
  • Carries out compliance tests to approved internal policies and procedures or other external guidelines/legislature (compliance testing based on applicable national legislature- Companies Act, DAB & FSD directions/circulars) where they exist and informing management whether any issues need addressing.
  • Identifies internal control gaps or instances of non-compliance.
  • Compiles draft internal audit report with recommendations, discuss with and obtain management response to those recommendations.

OTHER RESPONSIBILITES AND TASKS

  • Conduct field verification as required.
  • Conduct surprise cash counts and branch visits.
  • Travels to other locations and branches as per need.
  • Any other task assigned by Head of Department or designee.

REGULATORY/EXTERNAL AUDIT LIAISON

  • Conducts sections of the year-end financial audit as allocated under the direction of Internal Audit Manager/Assistant Manager in liaison with regulators/external auditors.
  • Conducts periodic implementation reviews by checking the extent to which management has implemented Regulatory/External Audit recommendations, and provide feedback to supervisor.

CONSULTING/ADVISORY SERVICES

  • Acts on requests received from management pertaining to investigations, independent verification and other ad hoc audit issues.
  • Participate in regularly during surprise cash counts in the branches.

FOLLOW-UP REVIEWS

  • Performs periodic follow-up reviews to confirm status of previously raised issues.

Qualifications:

Education

  • Bachelor’s Degree in Business Administration, Finance, Accounting, Risk Management or equivalent. A relevant vocational qualification will be an added advantage e.g. CIA.
  • Other qualifications like ACCA, CFE, CRMA are an added advantage.

EXPERIENCES

  • Minimum of 2 years audit experience (Internal or external).
