About FMFB-A:

The First Microfinance Bank – Afghanistan (FMFB-A) started its operation in 2004 and is part of the Aga Khan Agency for Microfinance (AKAM), which has financial institutions operating in over 15 countries throughout the developing world. It is affiliated with the Aga Khan Development Network (AKDN), a group of nine development agencies working in health, education, culture and rural economic development primarily in Asia and Africa.

The bank has over 230,000 active clients – including the borrowers and savers who do not necessarily save to accumulate assets but often seek to smooth consumption when a family’s income is irregular.

Job Summary:

The incumbent of the position is responsible for overall treasury operations of the bank. Day to day liquidity management of bank, placing surplus funds of the bank, transferring funds to branches, preparing FX position and trading or buying /selling of currencies and doing investment, buying bonds and sukuk as per sharia.

Duties and responsibilities:

  • Supervising & Monitoring Treasury Unit.
  • Opening of Nostro accounts and completion of documentation as per internal procedure.
  • To work with Financial investment companies, after signing of contract.
  • Managing liquidity and keeping regular basis on Nostro account balances.
  • Dealing and negotiating placement of surplus funds with Nostro banks, other Banks and with investment companies to exploring venues for investments.
  • Arranging borrowings of fund as and when advised by senior management of bank and planning backup liquidity or contingency plan for liquidity.
  • Managing liquidity as per Bank policy and ensuring there is equilibrium between inflow and outflow of funds.
  • Monitoring daily Foreign Exchange Open Position and managing to keep within the regulatory limits.
  • Managing investments of funds and maturity ladder to meet all the fund requirements and obligations of the Bank on timely basis.
  • Monitoring and checking on fund inflow and out flow in Nostro accounts.
  • Participating in currency auctions as representative of bank.
  • Introducing ways to analyze treasury related data (Analysis of FX revenue, limit exposure with banks, profitability of customers/customer wise profitability) and reconciliation of FX position with Finance or Treasury back office.
  • Establishing healthy working relationship with all other FMFB units and providing the required resources, guidance and professional development opportunities the Treasury Staff.
  • Implementing Treasury, investment and FX policy of the Bank and recommending/proposing change/updates in policy.
  • To ensure proper policy and procedure is in place in department.
  • Ensuring full compliance with the relevant/prevailing FMFB policies /procedures and full alignment with audit recommendations.
  • To ensure to achieve the target as per bank budget.
  • To monitor national and international news and to follow Blomberg news for daily FX and other treasury activities.
  • To actively participate in ALCO meetings and implement the assignments.
  • To train department staff.

Qualification:

Education:

  • Bachelor Degree, MBA preferred

Experience:

  • Minimum 3-5 years’ experience in Treasury unit.

Skills:

  • Good Accounting concepts and understanding of banking procedure and guidelines.
  • High-level proficiency in spoken and written English, good command of the predominant local languages.
  • Good knowledge of process improvement methodology and business process management techniques. 
  • Leadership, risk management and people skill for building relationship and change management.
  • Sound knowledge of branch operations and overall banking operations.
